East Riding Local Plan

Plans to convert an all-weather pitch in Beverley into a sheltered housing scheme are to go on display to the public. East Riding of Yorkshire Council intends to submit planning applications to develop a part grant-funded “extra care” sheltered housing scheme on the current all-weather pitch on Queens Road with a new five-a-side games area being created on Burden Road. Extra care sheltered housing is specialist housing for older people which has support and care provided on-site. The scheme, which has the backing of the Woodmansey and Minster and St Mary’s ward councillors, will create 40 two-bedroomed self-contained apartments, along with communal facilities such as a resident’s lounge, kitchen and treatment rooms. The new five-a-side games area will be a high specification facility which will be built in line with the requirements of Sport England near to the Mudhills area on Burden Road, Beverley. Beverley residents living in the Swinemoor area are invited to attend Samman Road day centre on Thursday, 18 April between 4pm and 7pm to view the plans and computer-generated images of the proposed developments. How Safe Is Your Limousine?

How Safe Is Your Limousine?

As the senior school prom season arrives, East Riding of Yorkshire Council’s Licensing Team is urging parents and head teachers to check that any stretched limousine being booked for impending prom nights has been properly checked and licensed. Previous checks have found that unlicensed limos were being used, with some being uninsured as a result and others found to be serving alcohol to under 18s in the vehicle, which is an offence under the Licensing Act 2003. The licensing team has issued advice to all senior schools in the area asking them to warn parents and teachers of the dangers of using unlicensed vehicles for the forthcoming school proms. The law was changed 6years ago so that stretched limousines had to be licensed. This was done in the interests of passenger safety. Licensing of these vehicles and the use of vetting procedures provides safeguards and protection for the passengers using them. To get a licence with the council the drivers are assessed for competence, having the correct licence and being medically fit. The drivers are also screened by the Disclosure and Barring Service to an enhanced level for any previous convictions or serious allegations to ensure they are fit to…

Youth Offending Service Praised

Work with young offenders in the East Riding has been praised in a new report by HM Inspectorate of Probation. The report follows an inspection of the East Riding of Yorkshire Youth Offending Service. It says the service should be proud of the ‘substantial progress’ that it has made since a previous inspection in 2010. In particular, it highlights work to protect the public and work to protect and reduce the vulnerability of children and young people as both having made very significant improvement. The report says that engagement with children and young people was particularly strong, as was work to ensure that their sentences were served. The inspection was aimed at assessing the quality and effectiveness of casework with children and young people who have committed offences. The inspectors said courts were generally provided with good advice to inform sentencing, and plans for work in the community to reduce the likelihood of reoffending were good. Alison Michalska, chair of the East Riding of Yorkshire YOS management board and director of children, family and adult services, said: “I am delighted that the team has made such excellent progress since the previous inspection. “The young people who the team work with…

East Riding of Yorkshire Council will host a public exhibition at Driffield Community Centre, West Garth, on Tuesday, 16 April, 10am-4pm, to explain proposals for remodelling Kings Mill Special School, for which the council has applied for planning approval. Representatives of the school and the council’s design team will be on hand to explain the project and answer any questions. Councillors Barbara Hall and Symon Fraser will also be in attendance as will governors of the school. The exhibition is open to parents, neighbours and the general public and provides an opportunity for people to provide constructive feedback. They can also learn how to respond to the planning authority once the project comes online on the council’s website. Dave Waudby, head of infrastructure and facilities at East Riding of Yorkshire Council, said: “Kings Mill is a thriving and popular school for children with special needs and sometimes complex learning difficulties. It has been at the heart of Driffield for about 50 years, but draws children from a wide catchment area of rural East Riding. “The school buildings are too small for the numbers of children currently on roll and there is a long waiting list. “The project would see a…

East Riding Local Plan

East Riding of Yorkshire Council is pleased to announce the appointment of local construction company, Hobson & Porter, as the main contractor for the £6million Haltemprice Centre project, with the works scheduled to start at the end of April. The scheme, which forms part of the council’s capital investment programme, was granted planning permission in December last year and will improve access to service provision by bringing a number of local services under one roof, including Anlaby’s library and customer service centre, resulting in reduced running costs as well as addressing a number of maintenance requirements and improving the venue’s energy efficiency. Initial works will focus on the new extension to the rear of the building, which will become the main entrance, and refurbishment of outdoor pitches and creation of additional parking spaces. Work will be phased to minimise disruption, and will take approximately 20 months to complete, with the final element of the works completed in autumn 2014. Councillor Stephen Parnaby OBE, leader of East Riding of Yorkshire Council, said: “The creation of the Haltemprice Centre to provide a host of services under one roof demonstrates the commitment of this council in continuing to provide high-quality services for our…

Patient Voice Championed As New Clinical Commissioning Group Takes Over

East Riding of Yorkshire Clinical Commissioning Group (CCG) is the new leader of the local NHS, aiming to deliver better care, more locally within budget, through transformation, and increased patient and public involvement in developing local health care services. The CCG is made up of 38 local GP practices, and is responsible for planning and commissioning hospital, mental health and community health care services for the East Riding area. The East Riding has particular challenges with an ageing population and some areas of health inequality. Earlier this year the CCG consulted on its priorities with GPs and local community representatives, and agreed the focus for the first year would be on promoting healthy independent ageing. In particular, this means improving diagnosis and treatment for patients with dementia, and providing improved care management of patients with multiple long term conditions, including improved self care. The CCG will also be working in collaboration with East Riding of Yorkshire Council, NHS providers and the new local Healthwatch through the Health and Wellbeing Board to improve health outcomes in the East Riding around reducing health inequalities/ improving life expectancy and improving the health and wellbeing of children. Dr Gina Palumbo, local GP and Chair…
